<attraccr>Permanent ground deformation is an estimate of the maximum displacement that could occur at a site, given generalized geologic conditions and assumptions on site ground motion. In practice, local site variations may differ significantly from our generalized assumptions, such as anthropogenic modifications to surface water drainage. The methods described below translate a continuous bedrock ground motion into discrete intervals (in this case, pga, at 0.02 g intervals). This discretization introduces a minor error, but one which is minor, considering the larger uncertainties in the earthquake event itself.</attraccr>

<procdesc>As part of a statewide multi-hazard risk assessment effort for Oregon, we developed a lookup table method for rapid loss estimation from a Cascadia Subduction Zone M 9.0 earthquake, and from a Portland Hills Fault M 6.8 earthquake (Bauer, 2016). All combinations of discretized bedrock ground motion, and all combinations of NEHRP site classification, liquefaction susceptibility, and landslide susceptibility, were run through the Hazus model. Building loss ratios, along with ground failure probabilities and lateral spread amount, were captured in a lookup table. Of the four site ground motion parameters, the Hazus ground failure model uses only the site peak ground acceleration.</procdesc>
<procdesc>Landslide susceptibility, dry scenario, developed as part of this project but published under separate cover (Appleby and others, 2018), was available as a 10-foot raster. The NEHRP site classification, available from the same study, was converted to a 10-foot integer raster, using a 1 through 4 scale (B=1, C=2, D=3, E and F = 4). Liquefaction susceptibility, available in polygon form from the same study, was converted to a 10-foot raster grid using the liquefaction susceptibility rating. Lastly, the bedrock pga raster data for a Portland Hills Fault M6.8 earthquake, (data accompanied this report) was multiplied by 100 and converted to an integer raster.</procdesc>
<procdesc>A Hazus-based ground failure raster layer was created by combining the four raster layers (bedrock pga, NEHRP, and liquefaction and landslide susceptibility) into an integer key, which was then used to access the lookup table. Landslide susceptibility values (0 through 10) were multiplied by 1, Liquefaction susceptibility values (0 through 5) were multiplied by 100. NEHRP classification, converted to a 1 to 4 scale (B=1 ... E=4), were multiplied by 1,000. Lastly, the discretized bedrock peak ground acceleration, at 0.02 g increments, was multiplied by 10,000. The four raster layers were then added together. The integer key was then used to access the lookup table to obtain a Hazus-derived permanent ground deformation (PGD) value and a probability of occurrence value. For example, a key of 162010 refers to a record with pga = 16% g, NEHRP site classification of C, liquefaction susceptibility of zero, and a landslide susceptibility of 10.</procdesc>
<procdesc>The raster layer attribute table was joined to the lookup table. Individual values of PGD and probability were exported to a new raster using the Lookup function in Esri Spatial Analyst. For the dry soil conditions scenario, only the landslide PGD and Probability were exported to individual rasters, one of which is supplied here.</procdesc>
